Camarillo, CA Animal Ordinances: Breed Restrictions (2026)

Camarillo does not restrict any specific dog breeds under its municipal code (Title 7). California Health and Safety Code Section 122331 prohibits cities from banning specific breeds. However, state law allows localities to require mandatory spay/neuter for specific breeds. Camarillo regulates dangerous dogs based on behavior, not breed. The city follows Ventura County's dangerous animal provisions which focus on actual bite incidents, aggressive behavior, and owner responsibility. Dogs that bite or attack may be declared dangerous or vicious through an administrative hearing process, resulting in requirements such as muzzling in public, secure enclosure, liability insurance, and in severe cases, euthanasia. Many Camarillo HOAs do have breed restrictions in their CC&Rs (commonly restricting pit bulls, Rottweilers, German Shepherds, Dobermans, etc.), which are enforceable as private contractual agreements even though the city cannot impose breed bans.
