Garage conversion rules in Ventura, CA — sometimes called garage-to-ADU or accessory living unit conversions — govern permits, ceiling height, egress, and parking replacement.
Ventura allows conversion of existing attached or detached garages to Accessory Dwelling Units (ADUs) under SBMC Chapter 24.430 and Cal. Gov. Code §65852.2. Conversion ADUs are processed ministerially (no discretionary review), replacement parking is not required, and the converted space is exempt from minimum setbacks if within the existing footprint.
Per SBMC Chapter 24.430 (Accessory Dwelling Unit Regulations) and Government Code §65852.2, a single-family lot is entitled to convert an existing attached or detached garage to an ADU on a ministerial basis. State law preempts local requirements to replace garage parking when an ADU is created from a converted garage. The conversion must comply with the California Building Code (Title 24) for habitability — natural light, ventilation, ceiling height, egress, smoke/CO alarms — but is exempt from minimum side and rear yard setbacks if it occupies the existing legal garage footprint. The same exemption applies to a new ADU built atop a converted garage, provided side/rear yard setbacks of at least 4 feet are maintained for the second story per state ADU law. Detached ADUs are limited to 18 feet in height (up to 20 feet to align roof pitch with the primary dwelling) per SBMC 24.430.050; attached ADUs may not exceed 25 feet and two stories. Junior ADUs (JADUs) up to 500 sq ft are also permitted in attached single-family configurations.
Converting a garage to living space without a building permit is a code violation and can prevent legal occupancy, block future sale/refinance, and require demolition or after-the-fact permitting with retroactive fees and inspections.
