Oregon's animal neglect statutes apply uniformly statewide. ORS 167.325 makes second-degree neglect a Class B misdemeanor for failing to provide minimum care. Under ORS 167.333, possession of 11 or more animals while committing neglect becomes a Class C felony. Convicted offenders may be barred from possessing animals for five years to life under ORS 167.332.
