Loudspeakers, amplifying devices, public-address systems, radios, and music systems are regulated as noise sources under Tigard Municipal Code Chapter 6.02, Article V (Noise Nuisances). Amplified sound that is plainly audible inside a noise-sensitive unit between 10 p.m. and 7 a.m., or unnecessarily loud at a distance of 100 feet in a park, street, or public place at any time, is prohibited. City-approved community events are exempt under TMC 6.02.450.
Tigard's Nuisance Code at TMC 6.02 Article V treats sound-producing devices β loudspeakers, amplifying devices, public-address systems, radios, and music systems β as regulated noise sources. There are two operative standards. First, the plainly-audible nighttime rule prohibits amplified sound that is plainly audible inside a noise-sensitive unit (residence, place of overnight accommodation, church, day care, hospital, school, or nursing care center) between 10 p.m. and 7 a.m. when that unit is not the source of the sound. Second, the public-space standard prohibits sound within a park, street, or other public place that is unnecessarily loud at a distance of 100 feet, at any hour. The chapter does not pre-set a numeric dB ceiling specifically for amplified sound, but if a sound level meter is used, the same residential sound-level methodology in TMC 6.02 applies. City-approved community events, parades, and other organized activities permitted by the city are exempt under TMC 6.02.450. Tigard does not currently issue a separate stand-alone amplified-sound permit; outdoor amplified events typically obtain coverage through a city special-event permit or facility-use agreement. Use of amplified speakers from vehicles is also reachable under the same article when the sound exceeds the plainly-audible or 100-foot threshold.
Amplified-music complaints are enforced under TMC 6.02 Article V by Tigard Police (after-hours) and by Tigard Code Compliance (business hours) as a civil infraction. Officers may demand that the amplified source be turned down; refusal or repeat violations result in a citation. The two-witness rule of TMC 6.02 applies unless a city officer personally observed the violation. Equipment used to violate the article may be subject to seizure if necessary to abate the nuisance.
