Chapter 6 of the Wichita Code requires animal owners to provide adequate food, water, shelter, sanitation, and space for each animal. Animal Services responds to neighbor reports of hoarding indicators such as excessive odor, audible distress, or unsanitary outdoor conditions. Officers may inspect with consent or via warrant, issue correction notices, and impound animals if the owner cannot remedy conditions. Severe cases are forwarded for prosecution under Kansas cruelty statute KSA 21-6412. Sedgwick County Animal Care also assists with overflow placements when many animals must be removed. Veterinary evaluation often accompanies impoundment for medical triage.
