Glenn County's animal code has no breed-specific or pit-bull ban. "Vicious animal" is defined by behavior, not breed: any animal showing a propensity to attack, bite, scratch, or harass people or other animals without provocation. California law also bars purely breed-specific dog declarations.
Title 8, Chapter 8.04 of the Glenn County Code contains no breed-specific legislation. Section 8.04.010(W) defines a "vicious animal" as any animal, dog, or cat that shows a propensity to attack, bite, scratch, or harass people or other animals without provocation, a behavior-based standard that applies to all breeds equally. Under Section 8.04.140, no owner may permit a vicious animal to be on any street or public place, and the animal control officer may seize any animal reasonably believed to be vicious or that is alleged to have bitten a person, holding it to observe whether it is a menace. Diseased or vicious animals that are a menace to public health or safety may be destroyed. Section 8.04.075(E)-(F) make it unlawful to keep an animal the owner knows is vicious or to let any animal threaten the safety of a person or animal. California Food and Agricultural Code Section 31683 separately allows local dog programs but prohibits any program that is specific to a particular breed for the purpose of declaring a dog potentially dangerous or vicious.
Keeping a known vicious animal or letting one threaten people or animals violates Section 8.04.075/8.04.140; animal control may seize, impound, and, where it is a menace, order the animal destroyed.
