Georgetown's at-large rule treats cats differently from dogs. Under Section 7.04.010, only a cat that has not been altered or vaccinated for rabies is barred from running at large. Altered, rabies-vaccinated cats are not prohibited from roaming, but all cats over four months must be vaccinated.
The City of Georgetown carves out cats from its general at-large prohibition. Section 7.04.010.A bars owners of any animal 'other than a cat' from letting it run at large, while Section 7.04.010.B makes it unlawful and a nuisance only for the owner of a cat that has not been altered or vaccinated for rabies to allow that cat to run at large. In practice, this means a cat that is both spayed or neutered and currently vaccinated against rabies is not prohibited from being outdoors, but an unaltered or unvaccinated free-roaming cat is. Section 7.07.010 requires every dog or cat over four months of age to receive a rabies vaccination in accordance with Texas Administrative Code Title 25, Section 169.29, consistent with state law. Section 7.04.040 requires that an unaltered female cat (or dog) in estrus be confined in a house, building or secure enclosure. Title 7's nuisance section, 7.04.090, also reaches cats: allowing a cat that is not altered or vaccinated to run at large is itself listed as a nuisance, and unsanitary or odor-producing conditions from any animal can be cited. The city's Animal Services page notes that free-roaming cats causing nuisances may be impounded or result in owner fines, and references the spay/neuter and licensing expectations for cats.
Allowing an unaltered or unvaccinated cat to run at large is a nuisance under Section 7.04.010.B and 7.04.090, and such cats may be impounded. All cats over four months must be rabies-vaccinated under Section 7.07.010. An unaltered female cat in heat must be confined under Section 7.04.040.
