Burlington Code Chapter 5 requires dogs to be under owner control on a leash whenever off the owner's premises, with limited exceptions for designated off-leash areas in city parks.
Chapter 5 of the Burlington Code of Ordinances governs animal control citywide. Dogs taken off the owner's property must be restrained by a physical leash held by a person able to control the animal. The Humane Society of Chittenden County contracts with the city for impoundment and animal-control response. A few city parks include posted off-leash zones managed by Burlington Parks, Recreation and Waterfront, but most parks, sidewalks, and Church Street Marketplace require a leash. Owners must also clean up waste and ensure dogs wear current Vermont rabies and license tags.
