Ohio ORC 955.22 requires all dogs in Franklin County to be confined on the owner's premises, securely tethered, or on a leash under reasonable control when off-premises. Franklin County Animal Control and the Sheriff enforce the running-at-large statute countywide.
ORC 955.22(C) applies uniformly in unincorporated Franklin County. The Franklin County Auditor issues dog licenses annually (tags must be worn). Loose dogs can be impounded at the Franklin County Dog Shelter at 4340 Tamarack Blvd. Owners of dogs running at large are strictly liable for injury or damage under ORC 955.28. Metro Parks properties enforce a separate 6-foot-max leash rule.
First failure to confine: minor misdemeanor, fine up to 150 dollars. Subsequent offenses: fourth-degree misdemeanor, up to 250 dollars and 30 days jail. Impound redemption: 25-dollar impound fee plus 18 dollars per day of board plus required license purchase.
