The Pennsylvania Dog Law requires every dog to be confined, leashed, or under reasonable control at all times. All dogs three months or older must be licensed annually through the Monroe County Treasurer, and rabies vaccination is required. At-large dogs may be seized by the state dog warden.
Restraint is set statewide by the Pennsylvania Dog Law (3 P.S. §459-305), which makes it unlawful to let a dog run at large: it must be confined to the owner's premises, firmly secured, or under the reasonable control of some person. Licensing is a Monroe County function. Under 3 P.S. §459-201, every dog three months or older must be licensed annually through the Monroe County Treasurer in Stroudsburg, and rabies vaccination is required under the state Rabies Act. Individual townships add their own leash and running-at-large ordinances, and Pocono POA communities set pet limits and leash rules of their own. Dangerous-dog status is behavior-based under §459-502-A, decided by a magisterial district judge.
A dog running at large violates the Dog Law and township ordinance and can be seized by the state dog warden, with fines on the owner. An unlicensed dog is a separate summary offense carrying a fine plus late fees.
