Texas counties have no automatic leash law. In unincorporated Cameron County, a countywide restraint rule exists only if the commissioners court adopts one under Health & Safety Code Sec. 826.033. Inside cities (Brownsville, Harlingen, etc.) the city leash ordinance applies.
Texas law lets a county commissioners court (as the local rabies control authority) adopt an order requiring each dog be restrained by its owner and impounding strays, but this is optional, not a statewide default. Cameron County Animal Control operates as the Local Rabies Control Authority and picks up strays and bite animals in the unincorporated area. If you live inside an incorporated city, that city's own leash and at-large ordinance controls, not the county. Always confirm any current county restraint order with Cameron County Public Health before assuming dogs may roam.
Enforcement is by impoundment of unrestrained/stray animals under Sec. 826.033; reclaim fees and any city citation apply. Dangerous-dog violations carry separate criminal penalties.
