Texas counties may adopt rabies-control ordinances under Health & Safety Code Β§826.014 to impound stray dogs and cats, but Midland County has not adopted a general countywide leash ordinance for unincorporated areas. Under Tex. Health & Safety Code Β§822.042, owners of dogs declared dangerous must restrain them at all times. Β§822.044 makes it an offense if a dangerous dog is unrestrained. Inside the City of Midland, City Code Ch. 6-2 requires every dog to be securely confined or under control by a leash no more than 6 feet long, with a tied/staked dog kept at least 8 feet from any street, alley, or public area.
