Napa County Code Chapter 6.04 (Animal Control and Rabies Prevention) prohibits dogs over four months of age from running at large in unincorporated Napa County. Section 6.04.190 makes it unlawful to let a dog run loose on any public street, highway, or another person's property without consent.
Title 6 of the Napa County Code governs animals, with Chapter 6.04 covering animal control and rabies prevention. Section 6.04.190 prohibits owners, harborers, or keepers of any dog over four months old from permitting the dog to run at large on any public street, highway, park, or other public place, or on the property of another without the owner's consent. Dogs must therefore be confined to the owner's property or restrained by leash when in public. Within thirty days of a second violation of §6.04.190, the dog must be micro-chipped and spayed or neutered. Animal control is contracted to the Napa County Animal Shelter, which responds to at-large complaints in unincorporated areas. The Town of Yountville additionally requires that the leash, chain, or lead rope be no more than ten feet in length and either held by a competent person or staked.
Running at large is an infraction under Chapter 6.04. A second offense within twelve months triggers mandatory micro-chipping and spay/neuter of the dog. Repeat or aggressive incidents may lead to impound and potentially dangerous or vicious dog proceedings under §6.04.050 and related sections.
