Under Sec. 6-51 of the New Braunfels Code, all dogs, cats, and other animals must be kept under restraint and may not run at large or stray. The city also requires registration of dogs and cats over 4 months old that have a current rabies vaccination. Unrestrained animals can be impounded.
New Braunfels' restraint law is in Chapter 6, Article III, Section 6-51 (as amended by Ordinance 2014-58). It provides that 'all dogs, cats and other animals shall be kept under restraint and not allowed to run at large or stray,' with a narrow exception for law-enforcement canine units performing their duties. An animal owner who lets a dog roam beyond their property can be cited, and unrestrained dogs, cats, and nuisance animals may be taken up and impounded by police or animal control under Sec. 6-52. If an at-large animal carries traceable identification (tag, microchip, or tattoo), an officer may return it to the owner instead of impounding it. Separately, the city requires pet registration: dogs and cats older than 4 months that have received a rabies vaccine must be registered with the city (there is currently no registration fee), and owners submit a current rabies certificate and a photo. Rabies vaccination itself is mandatory for dogs and cats over 120 days old (Sec. 6-106). City parks allow dogs only when leashed and under control. The city does not, in official sources reviewed, designate a specific named off-leash dog park; confirm current park rules with Parks and Recreation before letting a dog off leash.
Allowing a dog or other animal to run at large violates Sec. 6-51 and can result in a citation and impoundment of the animal under Sec. 6-52. Failure to register a dog/cat or to keep rabies vaccinations current is also an enforceable violation under Chapter 6.
