Off your own property, a dog in unincorporated Kootenai County must be on a leash no longer than five feet and controlled by a capable person. Hunting and law-enforcement dogs under voice control are exempt.
Kootenai County Code 5.1.106 ("Dogs At Large") bars any owner from letting a dog remain on a street, alley, public place, or another person's premises unless it is leashed on a lead no more than five feet long, of sufficient strength, held by someone able to control it. Idaho Code 25-2805 separately makes it an infraction to willfully or negligently permit a dog to run at large without a competent attendant near towns, farms, ranches, dwellings, or another's cultivated land. Cities like Coeur d'Alene and Post Falls set their own leash rules inside city limits.
Running at large is impoundable under 5.1.114; state infraction under Idaho Code 25-2805. Owners pay impound and boarding fees to reclaim the dog.
