Under Chapter 302 of the Indian River County code, it is unlawful to let a dog or cat run at large — off the owner's property and not under the control of a competent person. Dogs and cats four months or older must be vaccinated against rabies under Florida Statute 828.30 and carry a current county license. A 2019 tethering ordinance restricts chaining dogs outside — a dog under six months may be tethered only while attended. Keep dogs leashed near the Indian River Lagoon and canals, where alligators threaten loose pets.
A pet running at large may be impounded by Indian River County Animal Control and the owner cited, with fees to reclaim the animal. A biting dog is quarantined for ten days at the owner's expense.
