New York Environmental Conservation Law Section 11-0512 prohibits the possession, sale, barter, import, or transfer of wild animals as pets throughout the state including Broome County. Prohibited species include all big cats (lions, tigers, leopards, cougars), bears, wolves, coyotes, foxes, raccoons, skunks, non-human primates, venomous reptiles, and crocodilians. Ag and Markets Law 370 adds additional farmed-species restrictions. Ferrets, sugar gliders, and hedgehogs are legal in Broome County (unlike NYC which bans ferrets). Licensed exhibitors, rehabilitators, and research facilities may hold permits through NY DEC Region 7. Grandfathered owners who lawfully possessed wild animals before the 2005 amendments may keep them for life with a DEC permit but cannot acquire replacements.
Violation of ECL 11-0512 is a misdemeanor punishable by up to $500 fine per animal for first offense under ECL 71-0924. Repeat offenses or commercial violations carry fines up to $1,000 and possible seizure of animals by DEC.
