Livestock such as horses, cattle, sheep, and goats are not allowed in Bellflower's standard residential zones, which permit only cats and dogs. Livestock keeping is by-right only in the A-E Agricultural Estate Zone (Chapter 17.20), on lots of at least 10,000 square feet with per-area animal-unit limits.
In Bellflower's SF Single Family Zone (Chapter 17.16), the occupant of each dwelling unit may keep only cats and dogs (no more than three of either over four months old); horses and farm livestock are not permitted residential animals. Larger livestock is provided for in Chapter 17.20, the A-E Agricultural Estate Zone, where the breeding, hatching, raising, and marketing of fish, frogs, earthworms, chickens, ducks, pigeons, guineas, chinchillas, rabbits, horses, cattle, sheep, and goats is a permitted use. The A-E zone requires a minimum lot area of 10,000 square feet to keep any animals. For each 5,000 square feet of land area, one animal or animal unit may be maintained, up to a maximum of six animals or animal units per parcel. An animal unit equals any combination of fish, frogs, chickens, ducks, pigeons, guineas, chinchillas, or rabbits totaling up to 25 animals; two sheep or goats; or one horse or cow. Roosters and any animal not specifically listed cannot be kept in the A-E district at any time, and fences and enclosures must be kept clean and secure. Residents outside the A-E zone who want an unlisted animal may apply for an Animal Permit under Chapter 17.120.
Keeping horses, cattle, goats, or sheep on a residentially zoned lot (or exceeding the A-E animal-unit limits) is a zoning violation handled by Bellflower Code Enforcement and may require removal of the animals.
