The City of Bellflower (not LA County) regulates fences under Title 17, Chapter 17.72 of its Municipal Code. Residential fences may reach 6 feet in side and rear yards but are limited to 42 inches in any required front yard. Fences above 6 feet, or above 42 inches in the front, need Planning Director approval.
Bellflower is an incorporated city, so the City's own Zoning Code (Bellflower Municipal Code Title 17) governs fences within city limits rather than Los Angeles County rules. Chapter 17.72 (General Provisions and Exceptions) sets the height standards. In residential zones, a fence or wall not more than six feet in height, or a hedge maintained so as not to exceed six feet, may be located in the side or rear yards, provided it does not extend into the required front yard. In any required front yard a fence, wall, or hedge is limited to 42 inches. Heights differ in non-residential zones: fences on the side and rear property lines may reach up to 8 feet on commercial properties and up to 10 feet in industrial zones, while the front 10 feet of commercial or industrial sites is restricted to 42 inches unless built of wrought iron, in which case it may reach 6 feet. All fences over six feet in height, and those over 42 inches in the front area, require Planning Director approval. These city limits are stricter and more specific than California Civil Code 841 (the Good Neighbor Fence Law), which addresses cost-sharing but sets no height cap.
Erecting a fence above the allowed height without Planning Director approval is a zoning violation. Code Enforcement may require the fence to be lowered, removed, or approved after the fact. Continued non-compliance can be cited as a municipal infraction.
