Bellflower's zoning code (Chapter 17.16) limits each dwelling unit in the SF single-family zone to no more than three cats and three dogs over four months of age, kept for personal use. Other animals require an Animal Permit (Chapter 17.120) or the agricultural A-E zone.
Under Bellflower Municipal Code Chapter 17.16 (SF Single Family Zone), a person may not keep or maintain animals in the residential zone except that, for each dwelling unit, the occupant may keep for personal use cats and dogs not exceeding three of either over four months of age. In practice this caps a single-family household at three dogs and three cats older than four months; puppies and kittens under four months are not counted toward the limit. Any person who wishes to keep an animal not specifically classified elsewhere in the code (including chickens or other pets) and that will not endanger public health, safety, or welfare may apply for an Animal Permit under Chapter 17.120. Larger numbers of animals or farm animals require the A-E Agricultural Estate Zone. Separately, all dogs over four months of age must be licensed; under the city's licensing program (historically administered via SEAACA, with the city moving licensing in-house in 2025), one-year license fees have been listed at roughly $15 for altered dogs and $42 for unaltered dogs, with a proof of rabies vaccination required. Households exceeding the three-dog/three-cat limit may need to reduce animals or seek the appropriate permit.
Keeping more than three dogs or three cats over four months in a single-family dwelling without authorization is a zoning violation enforced by Bellflower Code Enforcement; unlicensed dogs also incur late fees and licensing penalties.
