Inglewood, CA Animal Ordinances: Pet Limits (2026)

Chapter 4, Article 1 of the Inglewood Municipal Code sets the City's general animal-keeping permit scheme, and Section 4-2 makes a keeping permit mandatory for any animal unless a Section 4-3 exception applies. Dogs, cats, and similar household pets are exempted from that general permit requirement, but Section 4-4 carves out its own rule for dogs specifically: three or more dogs on one lot, building, or premises requires a special kennel permit from the Permits and Licenses Committee, no matter the purpose for which they are kept.

An applicant seeking that kennel permit must file a written application under Section 4-5 stating the number and species of animals, the facilities provided, and the location, and the Committee under Section 4-6 either grants the permit with conditions or sets it for a hearing no sooner than five days after notice. A permit issued between January 1 and October 31 expires December 31 of that year under Section 4-8, and one issued between November 1 and December 31 runs through the following December 31; renewal is handled in November and December of each year under Section 4-9.

The Committee can revoke a kennel permit under Section 4-11 if the dogs are kept in a way that endangers public health or safety or in an illegal, improper, or unsanitary manner, but only after a misdemeanor conviction tied to the keeping or after notice and a hearing. A denied or revoked applicant can appeal to the City Council under Section 4-12. 1(5), Category 1.
