The Building Official adopted a checklist that incorporates the "Plug-In Electric Vehicle Infrastructure Permitting Checklist" from the Governor's Office of Planning and Research's "Zero-Emission Vehicles in California: Community Readiness Guidebook," published on the city's website. An applicant must verify the installation will not cause a specific, adverse impact on public health, safety or building occupants, covering electrical system capacity and loads, wiring, bonding and overcurrent protection, affected building infrastructure, and the equipment and parking area layout. The application must also demonstrate compliance with Inglewood Water and Power's interconnection policies.

Once a submittal meets every checklist item, it is deemed complete and the Building Official must approve it and issue all necessary ministerial permits, but that approval does not authorize energizing or using the station until IWP separately signs off; an incomplete application draws a written correction notice. A station that fails inspection can be re-inspected without following the standard expedited timing rule, and a re-inspection fee can apply. Electronic submittal and electronic signatures are accepted in lieu of a wet signature. Under Section 11-175, the Building Official cannot condition permit approval on an association's separate approval of the system, as "association" is defined in Civil Code Section 4080, and a use-permit requirement or denial triggered by a documented adverse-impact finding is appealable to the City Planning Commission.

Section 11-176 requires the equipment, wiring and anchorage to meet the California Electrical Code (Article 625), California Building or Residential Code standards, and manufacturer installation instructions, and treats charging equipment as a continuous electrical load in service capacity calculations. Fees must comply with Government Code Section 66016 and Health and Safety Code Section 17951 and appear in the Master Fee Schedule.
