A first violation draws a written warning; subsequent violations are punishable under Chapters 1.08 and/or 1.12 of the Code. Most Bellflower properties actually receive water from one of several private or mutual water companies - Bellflower-Somerset Mutual Water Company, Bellflower Home Garden Water Company, California American Water (former municipal customers), and Liberty Utilities - each of which may layer its own shortage rules on top of the City's. Statewide rules from the State Water Resources Control Board (SWRCB) also apply, including permanent bans on runoff, washing hard surfaces, and using a hose without a shut-off nozzle.
