Livestock (horses, cattle, sheep, goats) are permitted only in the R-A Residential Agricultural zone under CMC Chapter 21.08. Pens, stables, and barns must be set back at least 40 feet from any habitable building and 25 feet from any property line; structures must be 300 feet from any adjoining residentially zoned parcel.
Under CMC 21.08.030 the R-A Residential Agricultural zone permits the keeping of horses for private use, and incidental livestock including cattle, sheep, and goats may be kept subject to setback rules. Structures containing animals must be located at least 50 feet from any habitable structure on the same parcel, and not within 300 feet of an adjoining parcel zoned for residential use. Pens, coops, stables, and barns must be set back at least 40 feet from any building used for human habitation and 25 feet from any property line. Commercial livestock operations and the keeping of swine are prohibited in residential zones. The R-1, R-2, R-3, and other standard residential zones do not allow livestock at all.
Keeping prohibited livestock or violating setback requirements is a zoning violation under CMC 21.44 enforced by Code Enforcement. Administrative citations under CMC 1.08 start at $100 for a first violation, $200 for the second, and $500 for each subsequent violation. The city may order the animals to be removed and the structures abated.
