Failure to install or maintain required smoke or CO alarms is a code violation that can trigger administrative citations through Carlsbad Municipal Code Title 1 enforcement. Landlords who fail to comply with HSC 17926 may face civil penalties up to $200 per violation after a 30-day notice. Tampering with or disabling an alarm in a rental unit is a misdemeanor under state law.
