Vista's Building Division enforces the California Residential Code (CRC), Title 24 Part 2.5, including Section R314 for smoke alarms in single-family dwellings and townhomes. Required locations: in each sleeping room, outside each separate sleeping area in the immediate vicinity of the bedrooms, and on each additional story of the dwelling, including basements and habitable attics (excluding crawl spaces and uninhabitable attics). For new construction, alarms must be hardwired to the building's commercial power with battery backup, and where more than one alarm is installed they must be interconnected so activation of one triggers all. In existing buildings without construction underway, battery-only alarms are permitted, but retrofitted alarms must contain a non-replaceable, non-removable 10-year sealed battery. Alarms are also required when alterations, repairs, or additions require a building permit (typically valuation over $1,000). California Health & Safety Code 13113.8 separately requires the seller of a residential property to give the buyer a written statement that the property complies with smoke-alarm law, and at least one carbon monoxide alarm must also be installed at point of sale. Failure to install or maintain smoke alarms required by CRC R314 can be cited by Vista's Building Division through the building permit process and may halt final inspection on permitted work. Failure to provide the required point-of-sale written compliance statement is enforceable under California Health & Safety Code 13113.8.
