The City's Equestrian and Large Animal Permit packet explains the permit types: a Keeping Permit (K) for non-commercial keeping (reviewed ministerially, no hearing); a Use Permit (EUP) to conditionally exceed the maximum animals per lot by right or to keep animal types not permitted by right (public hearing); a Business Permit (B) for commercial/public equestrian operations (public hearing, also serving as the keeping and use permit); and a Grazing Permit (GP), required for 'over 100 large animals (other than cattle) or over 49 cattle' grazing on open space or vacant lots. Permit holders must enroll in the Equestrian Stewardship Program and follow clean-water Best Management Practices - for example, placing wash areas, troughs, and manure storage at least 100 feet from streams or stormwater facilities (200 feet on slopes over 30%). These are City of Chino Hills standards under its own code, distinct from County rules; the City also runs the McCoy Equestrian and Recreation Center. Large-animal keeping without the required Equestrian and Large Animal permit, or exceeding the maximum animals for the lot, is a zoning violation enforced by Community Development / Code Enforcement, and stormwater non-compliance can trigger a higher 'risk' designation, re-inspection, cost recovery, or a Notice of Violation under the City's storm drain ordinance.
