In Chino Hills, none are allowed at any time or location. Enforcement is shared: the CVFD and the Chino Hills Police Department conduct collaborative patrols during the Fourth of July period, and the Fire Prevention Bureau issues citations. Under California's State Fireworks Law (Health & Safety Code Part 2, sections 12500 and following), all 'dangerous' fireworks — anything that explodes, shoots into the air, or moves across the ground, plus oversized sparklers — are illegal statewide. Because Chino Hills bans Safe and Sane as well, every consumer firework is unlawful within city limits. Residents are urged to report fireworks to the Chino Hills Police Department non-emergency line.
Using or possessing prohibited fireworks in Chino Hills can be charged as a misdemeanor. The Chino Valley Fire District states the misdemeanor penalty is a fine up to $1,000 and up to one year in county jail; larger quantities or explosive devices can be charged as a felony with fines up to $5,000 and a state prison sentence. Under California Health & Safety Code 12677, possessing dangerous fireworks without a permit is a misdemeanor, and Section 12700 sets a fine of $500 to $1,000 and/or up to one year in county jail.
