The City of Chino Hills regulates off-street parking and driveways on private property through its Development Code, principally Chapter 16.34 (Parking and Loading). Before constructing a parking pad on a residential lot, an owner must first obtain approval from the Community Development Department and submit a scaled plot plan showing property lines, structures, and the proposed pad and its access from the street; there is no fee for this review. Specific standards apply: under Municipal Code Section 16.34.080, all parking spaces and associated driveways must be entirely paved with concrete or asphalt (other materials require Director approval); Section 16.34.070 requires access leading to the parking space to be a minimum of 12 feet wide, and sets the minimum parking-area size at 9 feet by 19 feet, with the vehicle fitting entirely within the parking area; and Section 16.34.050 governs the location of parking, including within required yards. A vehicle parked in the required front yard may not extend past the property line into the public right-of-way and must have safe ingress and egress. Any modification to the public right-of-way, such as a new driveway approach, sidewalk, or curb cut, requires a separate permit from the Engineering Division. Constructing a parking pad without Community Development approval, using an unpaved or non-conforming surface, undersized spaces or access, parking that extends into the public right-of-way, or modifying a driveway approach in the right-of-way without an Engineering permit are violations of the Development Code.
