The overall height is measured from the highest point of the wall or fence to the lowest grade within the property boundaries, and fence posts may extend a maximum of 4 inches above the fence. These city zoning limits are stricter than the state building-permit threshold: the California Building/Residential Code exempts fences not over 6 feet from a building permit, but Chino Hills caps front-yard heights at 4 feet by right. Corner-lot sight visibility rules under Section 16.06.080 also restrict what may be placed in clear-corner areas.
Fences exceeding the 4-foot front-yard or 6-foot side/rear limit, or a 6-foot front fence whose upper portion is solid rather than open/transparent, violate Development Code 16.06.120 and are enforced by the Community Development Department, which can require modification or removal.
