All fireworks, including Safe and Sane, are banned in Ontario year round under Ontario Municipal Code and California Health and Safety Code 12500. Fines start at 1,000 dollars per violation.
Under Ontario Municipal Code Title 4 and the California Fire Code as adopted by the city, the use, sale, possession, storage, and discharge of all fireworks, including state-approved Safe and Sane devices, is prohibited within city limits. California Health and Safety Code 12500 through 12727 defines dangerous fireworks (aerials, firecrackers, bottle rockets, M-80s, skyrockets) as banned statewide at all times. Ontario treats even Safe and Sane fountains and sparklers the same because the city has not opted in. Ontario Fire and Ontario Police run enhanced enforcement from mid-June through July 5 and again around New Year's Eve. Administrative citations under the city's social host style ordinance start at 1,000 dollars for the first offense and can reach 5,000 dollars per violation, with property owners held jointly responsible. Anonymous tips can be submitted through the city's online reporting portal.
Administrative fines of 1,000 to 5,000 dollars per device or incident, possible criminal misdemeanor charges for dangerous fireworks under H and S 12700, and property owner liability for fires or injuries.
