Because the City of Chino Hills operates its own municipal water system, it sets its own outdoor watering rules under the Chino Hills Municipal Code (the City cites Section 13.08.080 for the Stage II alert and Sections 13.08.100 / 1.36.020 for penalties). Under the current Stage II Moderate Conservation Alert, irrigation is limited to three assigned days per week: even-numbered addresses water Monday, Wednesday, and Saturday; odd-numbered addresses water Tuesday, Thursday, and Sunday; non-residential customers water Monday, Wednesday, and Friday. Watering is allowed only from 6:00 p.m. to 9:00 a.m., for no more than 15 minutes per standard sprinkler station (or up to 30 minutes per station for drip/micro-spray systems). Prohibited practices include applying water to hard surfaces such as sidewalks, driveways, and parking areas; allowing runoff onto streets or paved surfaces; using a hose without a shut-off nozzle; and irrigating during or within 48 hours after measurable rain (one-tenth inch or more in a 48-hour period). Pools may only be filled on assigned days, decorative fountains need a recirculating system, and restaurants serve water only on request. These are stricter, city-specific limits layered on top of state SWRCB conservation rules.
Violations carry administrative fines of $100 for the first offense, $200 for the second, and $500 for the third, under the Chino Hills Municipal Code.
