Portland is a fully urban jurisdiction, and large livestock (horses, cattle, sheep, full-size pigs) are generally not permitted on standard residential lots. MCC 13.05.015 limits residential keeping to three small specified animals without a permit, with miniature/pygmy goats and pot-bellied pigs expressly allowed under the specified-animal program. Large agricultural animals are confined to land zoned for farming under PCC Chapter 33.140 (Open Space, Farm, Forest zones) outside the urban services area.
Portland's residential single-dwelling zones (R20-R2.5) under PCC Chapter 33.110 do not permit commercial livestock as a use. MCC 13.05.015 sets the per-lot animal limits citywide: up to three 'specified animals' (small fowl, rabbits, miniature goats, pot-bellied pigs) without a permit; four or more requires a $31 county permit. Miniature goats are capped at 100 lbs adult weight under MCC 13.05.015(D); horses, cattle, sheep, llamas, alpacas, and standard-size hogs are NOT among the permitted specified animals on residential lots. They are allowed only on land zoned PCC 33.140 (Farm/Forest/Open Space) or PCC 33.265 (Heavy Manufacturing where applicable) and must meet ORS 596 livestock-disease rules and ODA brand-inspection requirements. Slaughter for personal consumption is permitted in farm zones but not in residential zones. Beekeeping is regulated separately under MCC 13.05.015(B) (limit two hives per residential lot).
Keeping prohibited livestock on a residential lot is enforced as a zoning violation under PCC 33.700.015 by Portland BDS, with daily fines starting at $250 and escalating, plus required removal of the animals. Failure to obtain a specified-animal permit when keeping 4+ small animals is a Class B violation under MCC 13.999 with fines and possible impoundment.
