Horses and other livestock are tied to Redlands' rural and agricultural zones. Reflecting its citrus-grove and large-lot heritage, Redlands keeps horses and livestock in designated zones rather than ordinary residential lots. In the R-R-A Rural Residential Animals District (Chapter 18.29), accessory animal raising is allowed as an accessory use to a single dwelling, with permitted types and numbers set in a table. For horses, the code provides that lot area for each horse shall be not less than one acre and that not more than three horses may be kept on any lot or parcel. To protect neighbors, all animals other than cats, dogs, canaries, or psittacine birds must be kept at least 70 feet from any structure or area used for human habitation or public assembly on adjoining property (and 40 feet for such uses on the same site), and all animals must be kept at least 100 feet from a domestic water well. Outside these zones, Municipal Code section 6.24.010 makes it unlawful to keep livestock, fowl, or other nondomestic animals anywhere in the city without first obtaining a permit from the animal control bureau or chief of police. Property owners should verify their parcel's zoning and the current animal table before bringing in horses, goats, or other livestock.
Keeping more horses than allowed, on too little acreage, or too close to neighboring dwellings or water wells, or keeping livestock without the 6.24.010 permit outside an allowing zone, is a zoning and code violation subject to abatement and fines.
