All fireworks are illegal in the City of Redlands, including so-called 'safe and sane' fireworks. The City Fire Code prohibits possession, sale, use, and discharge citywide. Violations carry fines up to $1,000, plus property-owner and guardian liability for the cost of the public-safety response.
The City of Redlands operates its own Redlands Fire Department and enforces a complete ban on consumer fireworks. The City Code Fire Code provisions (RMC Title 15, Chapter 15.20) make it unlawful for any person to possess, offer for sale, store, use, or discharge any fireworks within the City, including those labeled 'safe and sane'; the only exception is a public display operating under a permit issued by the California State Fire Marshal or the Fire Chief (such as the annual Fourth of July show at the University of Redlands). It is also unlawful for a property owner or tenant to allow or permit fireworks on their property when they know or should know of the activity. In 2017 the City Council strengthened the ordinance to hold property owners, guardians, and tenants liable for the City's 'response costs' (RMC 15.20.590) -- including the salaries and benefits of responding police and firefighters, medical treatment for injured personnel, repair of damaged equipment, and disposal of confiscated fireworks. The Fire Chief and authorized representatives may seize and remove any fireworks at the owner's expense. California state law (Health & Safety Code 12500 et seq.) separately bans dangerous fireworks statewide and makes it illegal for adults to furnish fireworks to minors.
