Redlands requires a building permit for taller and structural fences/walls and a Minor Exception Permit for fences exceeding zoning height limits. Second, a Minor Exception Permit under RMC Chapter 18.168 is required when a fence or wall exceeds the zoning height limits (for example, a fence taller than 4 feet in a front yard). The Minor Exception application fee is approximately $1,709, and if the fence crosses a property line the application must include signatures from the affected adjoining property owners. Block walls and fencing are among the over-the-counter permit types that may use the city's online permit portal. Properties in historic districts may additionally require a Certificate of Appropriateness.
Building or erecting a fence/wall above the exempt thresholds without the required building permit, or exceeding zoning height without a Minor Exception Permit, is a code violation enforced by Redlands Development Services. Appeals of Minor Exception Permit Committee decisions must be filed within 10 days.
