Redlands has no leaf-blower-specific ban. A proposed gas-blower ban was discussed by the City Council in March 2024 but was not adopted. Leaf-blower noise is governed by the general Community Noise Control chapter (8.06) and California's statewide CARB ban on the SALE of new gas-powered small off-road engines (effective 2024).
The City of Redlands does not have a stand-alone leaf-blower ordinance and has not banned the use of gas-powered leaf blowers. The City Council was scheduled to discuss a potential ordinance to ban gas-powered leaf blowers at its March 5, 2024 meeting, with a proposed outreach and education campaign before any implementation, but no use-ban ordinance was adopted as a result. In the absence of a dedicated rule, leaf-blower noise is governed by the general Community Noise Control chapter, Chapter 8.06: it must not create a loud, unnecessary or unusual noise that disturbs the peace under Section 8.06.030, must stay within the daytime/nighttime exterior limits of Section 8.06.070 (60 dBA daytime / 50 dBA nighttime at a residential property line), and Section 8.06.090.C requires motors, machinery and pumps to be sufficiently muffled and maintained so as not to create a noise disturbance. Separately, statewide, California's AB 1346 and the resulting California Air Resources Board (CARB) rules prohibit the sale of new gas-powered small off-road engines (including most leaf blowers) manufactured after December 31, 2023 - but that is a product-sales rule, not a local use ban, and it does not prohibit using equipment already owned. Within city limits, Chapter 8.06's general standards are the controlling local rule for leaf-blower noise.
A leaf blower that creates a loud/unnecessary noise disturbing the peace (Section 8.06.030), that exceeds the residential exterior limits in Section 8.06.070, or that is poorly muffled (Section 8.06.090.C) can be cited by Code Enforcement. There is no Redlands-specific leaf-blower hour ban; the statewide CARB rule restricts only the sale of new gas units, not their use.
