Redlands Municipal Code Section 8.06.070 sets exterior limits by receiving zone and time: 50 dBA night / 60 dBA day for residential, public-space and institutional districts; 60 dBA night / 65 dBA day for commercial; and 75 dBA anytime for industrial. Interior limits (Section 8.06.080) are 45 dBA for residential and institutional, 50 dBA commercial, 60 dBA industrial.
Redlands sets numeric noise standards in Chapter 8.06 (Community Noise Control). Section 8.06.070 ('Exterior Noise Limit') establishes the maximum permissible exterior noise level by receiving land use: single-family and multi-family residential districts (and public space/institutional) are limited to 50 dBA from 10:00 p.m. to 7:00 a.m. and 60 dBA from 7:00 a.m. to 10:00 p.m.; commercial is 60 dBA night and 65 dBA day; industrial is 75 dBA at any time. These limits apply when the noise, measured at the receiving property, is exceeded for a cumulative period of more than thirty (30) minutes in any hour; the section then steps the threshold up by 5 dBA for more than fifteen (15) minutes, by 10 dBA for more than five (5) minutes, by 15 dBA for more than one (1) minute, and by 20 dBA for any period of time. Section 8.06.080 ('Interior Noise Standards') sets maximum permissible interior levels at a neighboring receiving building: 45 dBA for single-family residential and for institutional/hotels, 50 dBA for commercial, and 60 dBA for industrial, applied for cumulative periods of more than five (5) minutes, with 5 dBA and 10 dBA step-ups for shorter durations. These figures are the City's own standards under its Municipal Code and apply inside incorporated Redlands; San Bernardino County's noise standards apply only to unincorporated land. The City General Plan's Healthy Community Element separately sets land-use compatibility CNEL standards (e.g., 60 dBA CNEL exterior for residential) for new development.
Noise measured above the Section 8.06.070 exterior limit (or 8.06.080 interior limit) for the receiving zone and time, for the cumulative durations specified, is a violation enforced by the City's Code Enforcement Division. Violations are charged as nuisances/infractions or misdemeanors under the Municipal Code.
