Amplified music rules in Redlands, CA — also called sound permit, PA system, or live music ordinances — set decibel limits, time-of-day restrictions, and when permits are required.
Redlands Municipal Code Section 8.06.090.A prohibits radios, TVs, phonographs, drums and instruments, and Section 8.06.090.B prohibits loudspeakers and stereo systems, from creating a noise disturbance across a residential or commercial property line between 10:00 p.m. and 7:00 a.m. At any hour, amplified sound must also stay within the exterior dBA limits of Section 8.06.070.
Amplified sound in the City of Redlands is regulated under Chapter 8.06 (Community Noise Control). Section 8.06.090.A prohibits 'operating, playing, or permitting the operation or playing of any radio, television set, phonograph, drum, musical instrument or similar device which produces or reproduces sound between the hours of ten o'clock (10:00) P.M. and seven o'clock (7:00) A.M. in such a manner as to create a noise disturbance across a residential or commercial real property line, or at any time to violate the provisions of section 8.06.030 or 8.06.070.' Section 8.06.090.B addresses loudspeakers and stereo systems: 'using or operating for any purpose any loudspeaker, loudspeaker system, stereo system or similar device between the hours of ten o'clock (10:00) P.M. and seven o'clock (7:00) A.M., such that the sound creates a noise disturbance across a residential or commercial real property line.' Beyond those nighttime prohibitions, amplified sound at any hour must stay within the Section 8.06.070 exterior limits for the receiving zone (50 dBA night / 60 dBA day in residential districts; 60 dBA night / 65 dBA day in commercial). Section 8.06.030 also weighs the 'tonal, informational or musical content' of a noise in judging a disturbance. This is the City's own ordinance and applies within incorporated Redlands, not the San Bernardino County code.
Amplified music, a radio/instrument, or a loudspeaker/stereo that disturbs neighbors after 10:00 p.m., or that exceeds the Section 8.06.070 zone limits at any hour, can be cited under Sections 8.06.090.A/B, 8.06.030 and 8.06.070 by Code Enforcement (or the Police Department after hours). Violations are enforced as nuisances/infractions or misdemeanors.
