In unincorporated Rutherford County livestock is common and largely governed by zoning, but the PAWS Rules make it unlawful to let livestock run at large on streets or on another's land. Impounded large animals can be redeemed, sold, or euthanized.
The PAWS Rules define 'livestock' as equine, bovine, and swine classes plus goats, sheep, mules, horses, hogs, and cattle. Article XXIII bars owners from letting livestock run at large in the streets or on private land without the owner's permission. Article XXII lets the shelter impound stray large animals, posting notice at the courthouse; if unredeemed within thirty business days the animal may be adopted, euthanized, or sold at auction. Where livestock may be kept and in what numbers is set by the Rutherford County Zoning Resolution; right-to-farm under T.C.A. §43-26 protects established farms.
Letting livestock run at large is a $50-per-violation offense; owners also pay impound, board, transport, and veterinary costs before redeeming an impounded animal.
