FMC Chapter 6 covers any commercial premises where animals are washed, clipped, or boarded. Brick-and-mortar groomers need a certificate of occupancy in a zoning district that allows commercial pet services and must submit to periodic Frisco Animal Services inspections of cages, drains, ventilation, and disease-control practices. Mobile groomers parked at customer driveways must capture rinse water and dispose of it at sanitary connections, not on streets, since Frisco Public Works enforces stormwater rules. Grooming staff are not state-licensed in Texas, but kennel-cough and rabies vaccines are still expected for accepted animals.
