Frisco adopted the 2021 International Swimming Pool and Spa Code Section 305 governing pool barriers. Required: 48-inch minimum fence height with no more than 4-inch gaps, picket spacing that prevents a 4-inch sphere from passing, and no horizontal climbable members on the exterior side. Gates must open outward away from pool, self-close, self-latch, and the latch must be at least 54 inches above grade. Where the dwelling forms part of the barrier, all doors leading to the pool area must have alarms sounding for 30+ seconds OR the pool must have an approved powered safety cover meeting ASTM F1346.
Non-compliant barrier: $500 citation plus daily fines and possible drain order until compliance. Child access incident: potential criminal negligence referral.
