Under the Plano-adopted International Residential Code Appendix G and Texas Health and Safety Code Chapter 757 (regulating public pools and enclosures), every residential swimming pool, spa, or hot tub that holds more than 24 inches of water must be enclosed by a barrier at least 48 inches tall. Openings in the barrier must not allow passage of a 4-inch sphere. Gates serving the pool must open outward, be self-closing, and self-latching, with release mechanisms at least 54 inches above the ground on the pool side. Chain-link fencing with diamond mesh larger than 1 3/4 inches is not permitted as a pool barrier under current code. Where the dwelling forms part of the barrier, doors leading to the pool area must have alarms or the pool must have a power safety cover complying with ASTM F1346. HOA restrictions in Plano cannot prohibit required pool barriers (TX SB 1588).
