Rocklin, CA Animal Ordinances: Pet Limits (2026)

Section 17.56.050(F)(16) of the Placer County Zoning Ordinance (Chapter 17) sets numerical limits on dogs and cats by zone district. RS and RM zones: 1-4 by right, 5-8 with an Administrative Review Permit; commercial kennels not permitted. Combining Agricultural (-AG) zone: 1-6 by right, 7-12 with ARP. Residential-Agricultural (RA) and Residential-Forest (RF) zones under 4.6 acres: 1-6 by right, 7-15 with ARP, more than 15 requires a Minor Use Permit. RA/RF zones 4.6 acres or larger: 1-15 by right, 16-25 with ARP, more than 25 with MUP. Agricultural Exclusive (AE) and Farm (F) zones under 4.6 acres: 1-6 by right, 7-15 with ARP, more than 15 with MUP; AE/F 4.6 acres or larger: 1-15 by right, 16-25 with ARP, more than 25 with MUP. Commercial (C1/C2/C3/HS/MT/OP/RES), industrial (AP/BP/IN/INP), and resource/open-space (FOR/O/W/TPZ) zones: up to 4 as an accessory residential use; more requires a Minor Use Permit for a commercial kennel/cattery. Animals are counted regardless of purpose - personal pets, breeding, and show dogs all count toward the cap. 'Household pets' other than dogs/cats (guinea pigs, hamsters, rabbits, pygmy goats, pot-belly pigs, non-poisonous reptiles/amphibians, fish, caged birds) are limited to four per dwelling unit in RS, RM, C1, C2, C3, MT, RES, BP, IN, INP, FOR, O and TPZ zones under § 17.56.050(F)(10)(b).
