Rocklin Municipal Code (RMC) section 17.08.130 (Outside Parking and Storage of Accessory Vehicles) prohibits storing campers, recreational vehicles, boats, and utility trailers in any front yard or street side yard setback (including the driveway) in any zoning district, and prohibits storage on public streets. 'Stored' means parked in the same location for three consecutive days or nine intermittent days within any 30-day period. Accessory vehicles must be kept in the interior side yard, rear yard, garage, or commercial storage facility, on a solid, impervious surface, outside required setbacks. A narrow exception lets owners park an RV/boat/trailer in the driveway or other front-yard solid surface for up to 2 consecutive days at a time for loading, unloading, cleaning, or maintenance, provided the vehicle is not parked there more than 9 days within any 30-day period. Residential occupancy or sleeping in a parked accessory vehicle is prohibited. On public streets, the Rocklin Police Department enforces the California 72-hour rule (Vehicle Code section 22651(k)) on top of these zoning limits.
Definitions under RMC 17.08.130: 'Accessory vehicle' includes campers, recreational vehicles, boats, and utility trailers; 'store' or 'stored' means parking in a location on three consecutive days or nine intermittent days within a thirty-day period. Permitted storage locations on residential property are the interior side yard, the rear yard, inside a garage, or in a commercial storage facility, on a solid, impervious (paved) surface. Storage is prohibited in any front yard or street side yard setback in any zone, including driveways, and on public streets. A pick-up truck with a camper attached (one-ton chassis or smaller, not exceeding 9 feet in overall height) used as the owner's regular transportation may be parked in the driveway and is not treated as a stored accessory vehicle. For commercial and industrial zones, accessory vehicles may not occupy required off-street parking spaces. Front-yard 'service' exception: a properly registered owner may park an RV, boat, or trailer on the driveway or other paved front-yard surface for up to 2 consecutive days at a time to load, unload, clean, perform maintenance, or prepare for a trip, provided cumulative time in those areas does not exceed 9 days per 30-day window. On public streets, California Vehicle Code section 22651(k) allows any vehicle (including RVs and trailers) to be cited and towed if left parked for more than 72 consecutive hours; Rocklin enforces this through the Police Department. Boats and trailers parked on streets are also subject to the city's standard parking rules in Title 10 (Vehicles and Traffic), Chapter 10.24 (Stopping, Standing, and Parking). Living in an RV or trailer on residential property (as a dwelling) is not permitted under the Zoning Code; Rocklin's ADU rules under Government Code section 65852.2 require a permanent foundation and are separate from recreational vehicles.
Code Enforcement (916-625-5596) investigates accessory-vehicle storage complaints on private property. First-time violations of RMC 17.08.130 are typically handled with a written courtesy notice giving the owner roughly 10 days to relocate the RV/boat/trailer to a compliant area (rear yard, interior side yard, garage, or off-site storage). Continued violations escalate to an administrative citation under RMC Title 1 (Chapter 1.12, Administrative Penalties), generally $100 for a first citation, $200 for a second within 12 months, and $500 for each subsequent citation, plus re-inspection fees. Storage on a non-paved surface, blocking required parking, or living in a parked RV can trigger additional zoning and health/safety citations. On public streets, the Rocklin Police Department enforces the 72-hour limit under Cal. Veh. Code section 22651(k); vehicles may be marked, cited, and towed at the owner's expense. Repeated abandoned-vehicle issues may also be cited under RMC Chapter 8.08 (nuisance vehicles) when on private property.
