The intent stated in the ordinance is to protect neighborhood appearance and prevent traffic hazards. During allowed daytime hours, the standard street-parking rules of Title 10, Chapter 10.24 still apply, and California Vehicle Code section 22651(k) imposes a 72-hour cap on any street-parked vehicle. Box trucks, tractor-trailers, dump trucks, and similar large equipment must therefore be parked at a business yard, industrial site, or off-street commercial facility outside the overnight window, not in residential driveways or curbside in front of homes.
RMC section 17.08.130 incorporates the Vehicle Code definitions: a 'commercial vehicle' under Cal. Veh. Code section 15210 generally includes a commercial motor vehicle with a gross vehicle weight rating of 26,001 pounds or more, vehicles designed to transport 16 or more passengers (including the driver), or vehicles transporting hazardous materials requiring placards. 'Trailer' under Cal. Veh. Code section 630 includes any vehicle designed to be drawn by a motor vehicle that carries persons or property and whose weight rests on its own wheels. Utility trailers also fall under the size-based prohibition (over 9 feet tall, over 25 feet long single, or 35 feet combined). The overnight prohibition (6 p.m. to 6 a.m.) applies in all residential zoning districts (R1, R2, R3, R4, and equivalent PD residential designations) and covers both private property (driveways, yards) and the public right-of-way (street, curb). The rule does not prohibit a commercial vehicle from briefly visiting a residence to deliver goods, perform service work, or pick up/drop off during daylight hours, but stationary overnight storage is barred. Pickup trucks and standard passenger vehicles below the Vehicle Code section 15210 commercial-vehicle thresholds are not affected by this overnight rule, although larger vans or trucks with commercial markings may be cited if they meet the weight or size definitions. Outside residential zones, commercial parking is governed by the underlying zoning district's parking standards in RMC Chapter 17.08 and any applicable Title 10 street regulations. On streets, the California 72-hour limit under Cal. Veh. Code section 22651(k) applies on top of the local overnight rule.
Code Enforcement (916-625-5596) investigates overnight commercial-vehicle parking on private property and works with the Rocklin Police Department on right-of-way violations. Typical enforcement starts with a courtesy notice giving the owner several days to relocate the vehicle to a compliant location (industrial yard, commercial storage, or non-residential property).
