Montgomery County has no general wildlife-feeding ordinance, but Pennsylvania bans feeding deer, bears and elk statewide. The PA Game Commission prohibits intentionally feeding these animals, and county parks bar feeding wildlife on park property.
Feeding of most wildlife is governed by the state, not the county. Under Pennsylvania Game Commission regulations (58 Pa. Code, adopted under 34 Pa.C.S.), it is unlawful to intentionally lay or place food, fruit, hay, grain, or other feed that may cause deer, bear or elk to congregate — the Commission issues written notice to stop feeding, and continued feeding is a summary offense. Montgomery County itself does not regulate backyard bird or squirrel feeding; that, and nuisance feeding of stray animals, may be addressed by individual municipal ordinances. On Montgomery County park land, the Parks rules prohibit feeding wildlife. Residents with a bear or deer nuisance should contact the Game Commission's regional office.
Feeding deer, bear or elk after Game Commission notice is a summary offense with fines. Feeding wildlife in county parks is cited by park rangers.
