Bixby, OK Animal Ordinances: Wildlife Feeding (2026)

Oklahoma Department of Wildlife Conservation (ODWC) regulations under Title 29 §5-201 and OAC 800:25-19-4 prohibit placement of grain, salt, minerals, or other attractants to lure deer for hunting (baiting restriction) and restrict supplemental feeding in CWD surveillance zones. Tulsa County is not currently in an active CWD containment zone (CWD detected in Texas and Arkansas but not Oklahoma as of recent monitoring), but ODWC strongly discourages deer feeding statewide due to disease concentration risk. Tulsa County has no county-wide wildlife feeding ordinance in unincorporated areas. City of Tulsa Title 2 §200 prohibits conditions attracting nuisance wildlife, and raccoon/skunk feeding can trigger public nuisance citations. Coyote sightings in suburban Tulsa County (Jenks, Bixby, Owasso) have increased — ODWC advises against feeding. Bird feeders are generally permitted but must not overflow to ground-feed larger wildlife. Bear sightings are rare in Tulsa County (occasional black bear in easternmost zones near Mayes County line). Under Oklahoma Right to Farm Act §2-18-105, agricultural operations have protections for livestock feed storage that may incidentally attract wildlife. Feral cat colony management follows TNR (trap-neuter-return) guidelines promoted by Tulsa Humane Society.
