Bird feeders are generally permitted but must not overflow to ground-feed larger wildlife. Bear sightings are rare in Tulsa County (occasional black bear in easternmost zones near Mayes County line). Under Oklahoma Right to Farm Act §2-18-105, agricultural operations have protections for livestock feed storage that may incidentally attract wildlife. Feral cat colony management follows TNR (trap-neuter-return) guidelines promoted by Tulsa Humane Society.
