Under 58 Pa. Code §137.33, it is unlawful to intentionally place food, grain, salt, or minerals anywhere in Pennsylvania for the purpose of feeding bear or elk, or that may cause them to congregate. Even otherwise-lawful feeding (such as bird feed) can be stopped by written Commission notice if it is drawing bears. Feeding of wild, free-ranging deer is separately prohibited in Disease Management Areas established for Chronic Wasting Disease. Lehigh County itself has no wildlife-feeding ordinance; the rules are enforced by the Pennsylvania Game Commission statewide, and some municipalities add local anti-feeding provisions.
