Bird feeders that overflow grain onto the ground, deer-feeding piles, or open compost can all become nuisances if they attract rodents or deer that damage neighbor property. The city does not maintain a stand-alone wildlife-feeding ordinance; instead complaints are investigated under the broad nuisance authority. Minnesota DNR rules also prohibit deer feeding in the parts of the state under chronic-wasting-disease control orders.
Citation as a nuisance under Sec. 91.18 is a misdemeanor under Sec. 10.99 β up to $1,000 fine / 90 days. The city may abate the nuisance and assess cleanup costs to the property.
